Reuters Publishes Draft Framework Peace Proposal Between Ukraine and Russia
Reuters has published the full text of a draft twenty-point framework peace proposal, which is expected to be the focus of talks between Ukrainian President Volodymyr Zelenskyy and his American counterpart Donald Trump in Florida on Sunday.
Ukrainian President Volodymyr Zelenskyy stated that this proposal could become the basis for a future agreement to end the war with Russia.
After weeks of talks to amend a previous 28-point draft, which was considered supportive of many key Russian demands, Zelenskyy said this week that most positions have converged significantly.
Ukraine and the United States have still not reached a consensus on two main points—control of territory and control of the Zaporizhzhia Nuclear Power Plant—but Zelenskyy expressed hope to discuss both with Trump.
Some points of the draft proposal:
Ukraine’s sovereignty will be reaffirmed.
This point stipulates a full and indisputable non-aggression agreement between Russia and Ukraine. It specifies that for long-term sustainability of peace, a monitoring mechanism will be established to oversee the contact line through unmanned satellite monitoring, to ensure early reporting of any violations and conflict resolution.
Ukraine will receive strong security guarantees.
Ukraine will maintain its armed forces at its current strength of 800,000 soldiers. The previous American draft had called for Ukraine to reduce the size of its forces.
The United States, NATO, and European countries will provide Ukraine with security guarantees similar to Article 5, the collective defense clause in the North Atlantic Treaty.
Russia will consolidate its non-aggression policy toward Europe and Ukraine in all necessary laws and documents for ratification, including ratification by an overwhelming majority in the State Duma.
Ukraine will join the European Union on a specified date. It will also receive short-term privileges in access to the European market.
Ukraine will receive a strong global development package, to be defined in a separate agreement on investment and future prosperity.
Several funds will be established to address economic recovery, reconstruction of affected areas, and humanitarian issues. The goal is to mobilize $800 billion to help Ukraine reach its full potential.
Ukraine will accelerate the conclusion of a free trade agreement with the United States. Zelenskyy stated that the U.S. position is that if Washington grants Ukraine access to free trade, it will seek to offer similar terms to Russia.
Ukraine will confirm that it will remain a non-nuclear state, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
Zaporizhzhia Nuclear Power Plant. Zelenskyy stated that no agreement has been reached with the United States regarding the largest nuclear power plant in Europe, located near the front line in an area currently controlled by Russian forces. Zelenskyy explained that the U.S. proposal is for the plant to be operated jointly by Ukraine, the United States, and Russia, with each country holding an equal share in a joint venture, and the Americans handling top management. Kyiv’s proposal, however, is to operate the plant through a joint venture equally between the United States and Ukraine only, such that Ukraine receives half of the power produced, and the United States distributes the other half independently.
Ukraine and Russia commit to implementing educational programs in schools and at the community level to promote understanding and tolerance toward different cultures and eliminate racism and intolerance. Ukraine will apply EU rules regarding religious tolerance and the protection of minority languages.
Territories: Zelenskyy said this is the most complex point, which has not yet been resolved. Russia wants Ukraine to withdraw its forces from territories Ukraine still controls in the eastern Donetsk region. Kyiv wants Russia to stop fighting on the current front lines. Washington has proposed establishing demilitarized zones and a free economic zone in the part of the Donetsk region under Kyiv’s control.
After reaching an agreement on future territorial arrangements, both Russia and Ukraine pledge not to change these agreements by force.
Russia will not obstruct Ukraine’s use of the Dnieper River and the Black Sea for commercial purposes. A separate maritime agreement and an access agreement will be concluded, covering freedom of navigation and transport. The Kinburn Spit, along the mouth of the Dnieper River into the sea, will be demilitarized.
A humanitarian committee will be formed to resolve outstanding issues:
a. All remaining prisoners of war will be exchanged on an “all for all” basis.
b. All detained civilians and hostages, including children, will be returned.
c. Necessary arrangements will be made to address the suffering of conflict victims.
Ukraine must hold elections as soon as possible after the signing of the agreement.
This agreement will be legally binding. The Peace Council, chaired by President Trump, will monitor its implementation and guarantee it. Ukraine, Europe, NATO, Russia, and the United States will be part of this mechanism. Sanctions will be imposed in the event of any violations.
Once all parties agree to this deal, a full ceasefire will take effect immediately.
