The National Program for Developing Collective Housing Continues to Regulate Collective Housing Licenses by Applying Strict Standards

The National Program for the Development of Collective Housing for Individuals emphasized the importance of regulating licensing mechanisms for collective housing and applying strict health, technical, and safety requirements, aiming to ensure an appropriate residential environment for workers within cities.

The program explained that the primary goal of regulating this type of housing is to achieve several objectives, most notably reducing increasing population crowding and congestion, and holding establishments accountable for their compliance with regulations by restricting worker housing to licensed residences. It also seeks to improve the quality of life and enhance the overall safety level in buildings.

The program detailed the licensing process, confirming that licenses are primarily issued through the dedicated “Balady” platform, with the exception of certain sites within industrial cities licensed by the relevant competent authorities. The requirement to obtain a license includes establishments that house 20 or more workers.

Regarding capacity, the program confirmed that it is determined for each residence based on its actual area, with the necessity that this capacity matches the number of laborers registered in the government’s “Qiwa” platform system. The program noted that the mandatory phase for obtaining the license effectively began in September 2025 and is being fully implemented.
