Saudi Arabia Participates in the 11th Session of the Conference of the States Parties to the UNCAC in Doha
DOHA – Represented by a high-level delegation led by His Excellency Mr. Mazin bin Ibrahim Al-Kahmous, President of the Oversight and Anti-Corruption Authority (Nazaha), the Kingdom of Saudi Arabia is participating in the 11th session of the Conference of the States Parties (COSP) to the United Nations Convention against Corruption (UNCAC). The conference is currently being held in Doha, Qatar, from December 15 to 19, 2025.
The Saudi delegation includes representatives from the Ministries of Foreign Affairs, Interior, Justice, Finance, Education, and Sports, as well as the Presidency of State Security, the Bureau of Experts at the Council of Ministers, and the National Cybersecurity Authority.
Highlights of the Kingdom’s Address
In his speech, H.E. Mazin Al-Kahmous expressed his gratitude to the leadership of the State of Qatar for its presidency and excellent organization of the current session. He also thanked the United Nations Office on Drugs and Crime (UNODC) and the Secretariat for their continuous support in implementing the Convention, while acknowledging the efforts of the United States during its presidency of the 10th session.
His Excellency emphasized that the Kingdom’s wise leadership continues to provide unwavering support for enhancing integrity and anti-corruption measures. This is achieved through the comprehensive application of the UNCAC and the fulfillment of international obligations via advanced legislation and robust institutional frameworks.
Global Leadership and Cooperation
The President of Nazaha highlighted Saudi Arabia’s active role in international cooperation, including:

GlobE Network: Saudi Arabia’s presidency of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE) for the 2025-2027 term.

MENA AREN: Establishing the permanent secretariat and assuming the presidency of the Middle East and North Africa Asset Recovery Inter-Agency Network (MENA AREN) this year.
Measuring Corruption: The “Vienna Principles” and “New York Recommendations”
Al-Kahmous pointed out that the “Global Integrity Initiative” has yielded significant results in developing objective tools to measure the actual impact of anti-corruption efforts. These efforts led to the “Vienna Principles towards a Global Methodology to Measure Corruption,” which respect the diversity of legal and political frameworks worldwide.
He also noted the importance of the second global session, “Using Data to Measure Corruption,” held this month at the UN Headquarters in New York. This session resulted in the “New York Recommendations on the Future of Measuring Corruption,” a practical step toward translating the Vienna Principles into effective national strategies.
Saudi Resolution on Data Collection
Concluding his speech, His Excellency thanked the States Parties for their constructive participation in drafting the Saudi-led resolution regarding data collection to measure corruption and its impact. This resolution aims to enhance the capabilities of member states in data analysis to assess the true effectiveness of their anti-corruption policies.
About the Conference: The COSP is the most prominent international gathering in the field, comprising over 180 States Parties. It aims to enhance the implementation of the UNCAC, promote the exchange of expertise, and strengthen global integrity and transparency. Saudi Arabia officially ratified the UNCAC following Council of Ministers Resolution No. (62) in 2013.
