1 Min Read

CNN’s Oren Liebermann provides an analysis of what we know about U.S. President Donald Trump’s plan for Gaza, following the signing and entry into force of his “Peace Council” at the World Economic Forum in Davos, Switzerland.

At the official signing ceremony for the Peace Council agreement, President Donald Trump was joined by a group of world leaders and high-ranking officials, though the absence of the United States’ closest European allies was notable.

Regarding Gaza, Trump briefly remarked that they could do as they please.

Key Components of the Gaza Plan:

  • Executive Framework: The plan enters its “second phase,” which involves establishing an executive council to oversee stability, reconstruction, and investment in Gaza.

  • International Governance: The “Peace Council” functions as an international mediation body with broad executive powers granted to Trump as its chairman, including veto power over decisions.

  • Management of the Strip: A “National Committee for the Administration of Gaza” will be formed to manage the transitional phase, led by Palestinian technocrats (such as Ali Shaath) under international and U.S. supervision.

  • Security: Security will be handled by an “International Stabilization Force” commanded by a U.S. Major General (Maj. Gen. Jeffers), with tasks including disarmament and securing aid.

  • Reconstruction and Investment: Jared Kushner presented plans to transform Gaza into a “destination” for industry and investment, emphasizing that there is no “Plan B.”

International Reactions:

  • Supporters: Approximately 35 countries have committed to joining the council, including Saudi Arabia, the UAE, Egypt, Qatar, and Turkey.

  • Opponents: Several European allies, led by Germany, have rejected the council, viewing it as a departure from the rules of the international system established since World War II and a bypass of the United Nations.

  • Israel: The Israeli government remains opposed to any governance that grants other nations a role in the Gaza Strip or leads to Palestinian statehood.
