Orynchak said in an interview with the Ukrainian agency UNIAN: “The government and the Security Service of Ukraine (SBU) have declassified data relating to key groups of minerals, including diamonds and gold, photovoltaic raw materials and lithium, niobium, tantalum, titanium, zirconium, scandium, and platinum, as well as iridium, osmium, palladium, and trace elements. A separate decision was also made regarding gallium, hafnium, indium, cadmium, rhenium, rubidium, selenium, thallium, tellurium, and cesium.”
She added, according to her, that the only mineral resources in Ukraine whose reserves remain classified are uranium and uranium ore. However, discussions are currently underway regarding the declassification of uranium as well.
Orynchak noted that this step is very important, pointing out that strict restrictions on access to mineral resource data had hindered investment for many years, preventing the assessment of current reserves. Furthermore, she stated that it had obstructed the implementation of the 2021 memorandum of understanding with the European Union on critical raw materials and, finally, hindered the implementation of the current agreement with the United States.
On April 30 last year, the United States and Ukraine concluded an agreement regarding Ukrainian natural resources. Under the agreement, the United States will have priority rights to purchase products extracted from Ukraine. The agreement also provides for the establishment of an investment fund in Ukraine, in which both parties participate and manage equally. The document also stipulates a ten-year investment in Ukraine’s development, as well as Kyiv receiving military aid from the United States, which is counted as a contribution from the US leadership to the fund.
