The annex includes security arrangements granting the Israeli military broad freedom of action within the security zone in southern Lebanon, while Tel Aviv continues to closely monitor the impact of the U.S.-Iran negotiations on the future implementation of the agreement.

The official explained that the agreement reached in Washington explicitly stipulates that the Israeli military retains full freedom to respond to any threats within the security zone. It also confirms that there will be no automatic withdrawals of Israeli forces, reflecting Israel’s insistence on linking any field withdrawals to developments on the ground rather than to predetermined timetables.

He added that the security annex referenced in the public text of the agreement was classified as a confidential document at the request of the Lebanese government, confirming an earlier report by Israel’s Channel 12.

Security Clauses Link Withdrawal to Developments on the Ground

According to the details, Article Four of the annex grants the Israeli military freedom of action against immediate and emerging threats within the security zone, a provision Israel considers a strategic priority, particularly amid concerns that the ongoing negotiations between Washington and Tehran could result in restrictions on its ability to address what it says are threats posed by Hezbollah.

The same article also stipulates a mutual commitment between Israel and Lebanon not to carry out any automatic withdrawals or withdrawals according to predetermined schedules. Instead, any redeployment will be based on assessments of the situation on the ground. This is consistent with the main agreement, which links withdrawal to what it describes as “performance” on the ground.

The official stated that the annex identifies the two pilot withdrawal zones announced last Saturday as the only phases currently planned, with no strategies in place to expand the project in the near future.

In this context, Israel expects the pilot project to take several weeks to implement, after which the Lebanese Army, following the completion of training and security screening, will assume responsibility for deployment in those two areas under the agreed arrangements.

Israeli Concerns and Diverging Positions on the Agreement

Despite the announced understandings, Israel continues to express serious concern that Iran may attempt to influence the course of the agreement through its parallel negotiations with the United States by pushing for a complete Israeli withdrawal from southern Lebanon to be included in any broader understandings, according to the official, citing Channel 12.

The framework agreement aims to lay the groundwork for a possible peace agreement between the two sides after decades of tension and conflict. It includes a pilot project allowing the Lebanese Army to assume control of specific areas previously under Israeli military control, in addition to a track aimed at disarming Hezbollah. The movement rejected the proposal immediately after it was announced, while Israel affirmed that it would continue its operations against the Iran-backed group.

In the same context, Israeli Chief of Staff General Eyal Zamir described the agreement as “historic and significant,” considering that recent military achievements created the appropriate conditions for reaching it. He added that the Israeli military would implement the agreement as concluded, noting that the coming phase would serve as a practical test of both parties’ commitment to its provisions and that its outcome would determine the future of the understandings.

Zamir visited the Northern Command to approve future operational strategies in Lebanon as the military prepares to carry out a partial withdrawal in accordance with the agreement.

Meanwhile, Hezbollah MP Hassan Fadlallah warned that the agreement could lead to an “internal conflict” in Lebanon, expressing his belief that it would not ultimately be implemented.

These remarks came one day after Lebanese President Joseph Aoun spoke by phone with U.S. President Donald Trump, during which he affirmed that the Lebanese state would assume responsibility for implementing the agreement without addressing the issue of Hezbollah or the matter of its disarmament.

This comes amid escalating tensions since March 2, when Hezbollah launched rockets toward Israel in support of Iran, prompting Israel to carry out intensive airstrikes and launch a ground operation in southern Lebanon, where it continues to control large areas and conduct demolition operations that it says target infrastructure used by the group to strengthen its military capabilities along the border.

United News Network – UNN Arabic

An independent media platform providing reliable news and objective analysis, committed to promoting peace and cultural dialogue around the world by conveying the truth and building bridges of understanding among peoples.

For more news, visit our homepage:

https://un-news.org

Author: Counselor Faisal Al-Mutairi.

Publication Date: June 29, 2026.

Last Updated: June 2026.

Newspaper Reveals Details of a Secret Annex to the Israel-Lebanon Agreement The Times of Israel, citing an official familiar with the terms of the agreement, revealed details of the secret security annex attached to the framework agreement signed by Israel and Lebanon last week.
