The move comes as part of the EU’s efforts to intensify pressure on Moscow and reduce its ability to finance its military operations.

During a meeting of foreign ministers, the EU confirmed that the new measures are aimed at what it described as “the financial backbone of Russia’s war machine,” noting that each additional sanction is intended to further restrict the funding sources Moscow relies on to continue the war and limit its ability to circumvent Western restrictions imposed since the conflict began.

European Consensus After Intensive Negotiations

The new package was approved following consultations among member states after disagreements emerged over several provisions of the 21st sanctions package, particularly those concerning the maritime shipping sector and restrictions on Russian energy exports.

Greece, Cyprus, and Malta expressed reservations about several proposals, citing concerns over their economic interests and maritime industries. However, EU foreign ministers ultimately reached an agreement on the new package while keeping negotiations open to finalize the 21st package, which aims to further expand the scope of economic sanctions imposed on Russia.

The European Union explained that the latest measures represent another step in a broader strategy to increase pressure on Moscow by targeting individuals and entities believed to provide financial or logistical support to Russia’s military effort, while also strengthening mechanisms designed to prevent sanctions evasion.

The move builds on a series of sanctions adopted by the EU since February 2022, targeting key sectors including finance, energy, defense, and technology, as well as Russian officials, companies, and institutions.

Sanctions Introduced Alongside the United Kingdom

In parallel with the economic measures, the European Union and the United Kingdom announced a new round of sanctions in response to accusations that Russia was behind cyberattacks aimed, according to both parties, at spreading chaos and undermining stability across Europe.

The UK government imposed sanctions on approximately 24 individuals and entities that it said were linked to Russian intelligence services, while the European Union sanctioned 13 individuals and organizations, including officers from Russia’s Main Intelligence Directorate (GRU), accusing them of involvement in cyber activities that Brussels and London described as a direct threat to European security.

The European Union believes that combining economic sanctions with cybersecurity measures reflects a broader strategy to expand pressure on Moscow beyond financial and trade restrictions, amid the continuing war in Ukraine and escalating tensions between Russia and Western countries.

An Ongoing Sanctions Strategy

Since the outbreak of the Russia–Ukraine war in February 2022, the European Union has adopted twenty sanctions packages targeting the finance, energy, defense, and technology sectors, in addition to hundreds of Russian officials, business figures, companies, and entities.

These measures have included asset freezes, travel bans, export and import restrictions, the exclusion of several Russian banks from the international financial system, and the implementation of a price cap on Russian oil in coordination with the G7, in an effort to reduce the financial resources Moscow relies upon to fund its military operations.

Despite the expanding scope of these sanctions over the years, the European Union maintains that its policy of economic pressure will continue for as long as the war persists, with ongoing efforts to target individuals and entities it believes contribute to supporting Russia’s military campaign. Moscow, meanwhile, rejects these measures, describing them as illegitimate sanctions aimed at weakening its economy and exerting political pressure, while insisting they will not force it to change its positions.

United News Network – UNN Arabic

An independent media platform providing reliable news and objective analysis, seeking to promote peace and cultural dialogue around the world, convey the truth, and build bridges of understanding between peoples.

For more news, visit our homepage:

https://un-news.org

Author: Counselor Faisal Al-Mutairi.

Publication Date: July 13, 2026.

Last Updated: July 2026.

The European Union has announced the adoption of a new sanctions package against Russia targeting 250 individuals and entities, describing it as the largest in terms of the number of people and organizations included since the outbreak of the war in Ukraine.
