At the same time, Damascus signed another memorandum of understanding with a consortium of three companies, led by the U.S.-based Chevron, to participate in implementing the project.<\/p>\n<p data-start=\"812\" data-end=\"1164\">Speaking at a press conference on Tuesday at the Rmeilan oil field in northeastern Syria, Youssef Qablawi, head of the Syrian Petroleum Company, said negotiations on the final contract have already begun. He expressed hope that they would conclude within two to three months, allowing the agreement to be signed and implementation to begin.<\/p>\n<p data-start=\"1166\" data-end=\"1481\">Qablawi explained that, once signed, the project will proceed through several phases, beginning with engineering studies, followed by securing the necessary materials and equipment, before moving on to field implementation. He estimated that the project would take between 30 months and three years to complete.<\/p>\n<p data-start=\"1483\" data-end=\"1675\">The Iraq\u2013Syria pipeline was originally built in 1952 but has been out of service since 2003, despite its importance as a major export route for Iraqi oil through the Mediterranean Sea.<\/p>\n<h3 data-section-id=\"1fwys22\" data-start=\"1677\" data-end=\"1734\">Strategic Project to Strengthen Syria\u2019s Energy Sector<\/h3>\n<p data-start=\"1736\" data-end=\"2077\">Qablawi described the pipeline\u2019s rehabilitation as a vital project for Syria, noting that its transport capacity ranges between 1.5 million and 2 million barrels per day, giving it significant economic importance in terms of both oil transportation and the potential revenues it could generate for the Syrian economy in the coming years.<\/p>\n<p data-start=\"2079\" data-end=\"2349\">He added that Syria\u2019s current oil production stands between 100,000 and 110,000 barrels per day, but is expected to gradually increase to around 250,000 barrels per day by the end of 2027, as part of government efforts to revive the country\u2019s oil and gas sector.<\/p>\n<p data-start=\"2351\" data-end=\"2601\">Damascus is betting on developing its oil infrastructure alongside the rehabilitation of transport networks, aiming to boost production and attract additional investment after years of decline caused by conflict and deteriorating security conditions.<\/p>\n<h3 data-section-id=\"9y0qgg\" data-start=\"2603\" data-end=\"2675\">Oil Fields Under Government Control and Plans to Increase Production<\/h3>\n<p data-start=\"2677\" data-end=\"2956\">Qablawi also stated that all Syrian oil and gas fields have come under government administration in recent months after the Syrian Petroleum Company took over fields that had previously been controlled by Kurdish forces in northeastern Syria, including the Rmeilan field.<\/p>\n<p data-start=\"2958\" data-end=\"3167\">The fields are now managed and operated by the U.S. company HKN Energy under an agreement signed with the Syrian government as part of efforts to redevelop the oil sector and improve production efficiency.<\/p>\n<p data-start=\"3169\" data-end=\"3479\">For his part, Mark Rollins, president of HKN Energy, said during his visit to the Rmeilan field that the company views the project as a promising opportunity. He described Rmeilan as one of Syria\u2019s most important oil fields and noted that the company\u2019s teams have been working on-site for about two months.<\/p>\n<p data-start=\"3481\" data-end=\"3793\">He explained that the development program includes maintaining existing wells, drilling new ones, upgrading oil facilities and production infrastructure, implementing environmental remediation projects, and reinjecting water into oil reservoirs to improve extraction efficiency and ensure sustainable production.<\/p>\n<p data-start=\"3795\" data-end=\"4191\">As part of its long-term strategy, Syria aims to increase oil production to approximately one million barrels per day by 2030, relying on expanded cooperation with international energy companies and the adoption of advanced exploration and production technologies.
