The administration of U.S. President \u201cDonald Trump\u201d has notified Congress of its intention to allocate more than $206 million to support the proposed International Stabilization Force in the Gaza Strip, in a move that represents the first major U.S. financial contribution under Washington\u2019s plan to rebuild the war-torn territory.<\/p>\n

According to two notifications dated July 30, the U.S. State Department informed Congress that it would allocate $200 million to cover equipment, infrastructure, vehicles, and operational costs related to the proposed international force, in addition to approximately $6.3 million to refurbish and repurpose U.S. armored vehicles to support the mission, according to Reuters.<\/p>\n

First U.S. Funding for the Stabilization Force<\/strong><\/h2>\n

The proposed funding represents America\u2019s first tangible contribution to the International Stabilization Force project and also reflects the \u201cTrump\u201d administration\u2019s commitment to its roadmap for ending the war in Gaza and rebuilding the territory, despite continued disagreements between Israel and Hamas over the terms and phases of implementing the plan.<\/p>\n

In one of the notifications submitted to Congress, the U.S. State Department said the stabilization force would lead security operations in the territory, in addition to supporting disarmament efforts and ensuring the delivery of humanitarian aid and reconstruction materials to residents. It also noted that the force\u2019s final structure and operational arrangements are still under negotiation.<\/p>\n

One of the notifications also explained that the United States had decided to reallocate nine armored personnel carriers that had previously been designated for Nepal, for use in supporting the proposed international force, with Albania and Kosovo expected to be among the first beneficiaries of these vehicles as part of their potential participation in the mission.<\/p>\n

The move comes as the U.S. administration seeks to transform its Gaza plan from a political framework into practical arrangements on the ground, including security, governance of the territory, and reconstruction.<\/p>\n

Disputes Hindering the Implementation of the Gaza Plan<\/strong><\/h2>\n

\u201cTrump\u201d had established the \u201cBoard of Peace\u201d to oversee his plan aimed at ending the war in Gaza and rebuilding the territory. The plan includes a proposal to deploy an international force to secure areas from which Israeli forces withdraw, as well as train a new Palestinian police force and help ensure the delivery of humanitarian aid.<\/p>\n

Despite \u201cTrump\u201d announcing what he described in late July as a \u201cbreakthrough\u201d in the plan\u2019s trajectory, efforts to implement it subsequently encountered obstacles, amid differing positions held by both Israel and Hamas regarding the arrangements required to move to the next phase.<\/p>\n

Hamas maintains that it has agreed to the roadmap but links its implementation to Israel\u2019s commitment to halt attacks and withdraw from the territory. Meanwhile, the Israeli government refuses to begin the reconstruction process before the movement is fully disarmed, making the issues of disarmament and withdrawal among the most prominent points of disagreement hindering implementation of the agreement.<\/p>\n

In an attempt to move the process forward, \u201cJared Kushner\u201d, Trump\u2019s special envoy and son-in-law, held meetings this week with Hamas officials and Israeli leaders, but left the region without announcing any tangible progress in the negotiations.<\/p>\n

Nevertheless, an official from the \u201cBoard of Peace\u201d said that recent weeks had witnessed \u201csignificant progress\u201d, prompting the board to intensify its efforts to secure additional financial commitments from countries participating in the project.<\/p>\n

The official explained that additional funding would be necessary to establish a base for the international force inside the Gaza Strip, in addition to implementing other reconstruction-related projects, at a time when the mission\u2019s final security and political arrangements remain under discussion among the parties concerned.<\/p>\n
