It also noted that the force\u2019s final structure and operational arrangements are still under negotiation.<\/p>\n<p data-start=\"1516\" data-end=\"1883\">One of the notifications also explained that the United States had decided to reallocate nine armored personnel carriers that had previously been designated for Nepal, for use in supporting the proposed international force, with Albania and Kosovo expected to be among the first beneficiaries of these vehicles as part of their potential participation in the mission.<\/p>\n<p data-start=\"1885\" data-end=\"2098\">The move comes as the U.S. administration seeks to transform its Gaza plan from a political framework into practical arrangements on the ground, including security, governance of the territory, and reconstruction.<\/p>\n<h2 data-section-id=\"1bp72dx\" data-start=\"2100\" data-end=\"2157\"><strong>Disputes Hindering the Implementation of the Gaza Plan<\/strong><\/h2>\n<p data-start=\"2159\" data-end=\"2497\">\u201cTrump\u201d had established the \u201cBoard of Peace\u201d to oversee his plan aimed at ending the war in Gaza and rebuilding the territory. The plan includes a proposal to deploy an international force to secure areas from which Israeli forces withdraw, as well as train a new Palestinian police force and help ensure the delivery of humanitarian aid.<\/p>\n<p data-start=\"2499\" data-end=\"2780\">Despite \u201cTrump\u201d announcing what he described in late July as a \u201cbreakthrough\u201d in the plan\u2019s trajectory, efforts to implement it subsequently encountered obstacles, amid differing positions held by both Israel and Hamas regarding the arrangements required to move to the next phase.<\/p>\n<p data-start=\"2782\" data-end=\"3188\">Hamas maintains that it has agreed to the roadmap but links its implementation to Israel\u2019s commitment to halt attacks and withdraw from the territory.
