What Are the Limits of His Powers?

Egyptian Parliament Authorizes Sisi to Support Saudi Arabia in the Event of a Request for Intervention

The Egyptian parliament’s authorization of President Abdel Fattah el-Sisi regarding any intervention that Saudi Arabia might request has raised questions about the powers granted to the president under the decision, as well as the constitutional and legal safeguards governing any Egyptian military action beyond the country’s borders.

In this context, parliamentarians and experts in political science and international law explained the significance of the authorization and its importance in completing constitutional procedures, as well as the powers it may grant Egypt’s leadership in responding to regional developments, in statements to Al Arabiya.net and Al Hadath.net.

Major General Essam al-Azab, Secretary of the Senate’s Defense and National Security Committee, said President Sisi’s affirmation that Egypt stands alongside Saudi Arabia and the Gulf states reflects the established principles of Egyptian foreign policy in support of Arab national security and in addressing the challenges facing brotherly countries on the basis of a shared destiny and common responsibility.

He added that Sisi’s request to convene an emergency session of the House of Representatives to obtain authorization for any intervention requested by the Kingdom reflects Cairo’s determination to support its Arab partners and its readiness to take the necessary measures in accordance with constitutional and legal safeguards, in a manner that preserves regional security and stability.

Al-Azab explained that Egypt’s 2014 Constitution stipulates in Article 152 that the armed forces may not be deployed on a combat mission outside the country’s borders without first consulting the National Defense Council and obtaining approval from two-thirds of the members of the House of Representatives. Article 130 of the House’s internal regulations also sets out the requirements for approving a declaration of war or deploying the armed forces on a combat mission abroad. These include a two-thirds majority vote during an urgent closed session convened at the president’s request, following consultation with the National Defense Council.

For his part, Dr. Haitham Omran, a professor of political science and international law at Suez University, said parliament’s authorization of Sisi is grounded in the constitutional principles governing military affairs and foreign policy through state institutions.

He added that the decision provides an institutional and legislative framework for organizing any strategic action outside the country within the context of mutual defense agreements. It also embodies the principle of shared national security, under which the security of the Arab Gulf, particularly Saudi Arabia, is considered an integral part of Egypt’s national security.

Omran noted that established principles of international law allow states to provide defensive military support at the formal request of the government concerned to protect its territory and citizens. He pointed out that the authorization gives the Egyptian president broad discretion to assess the military and political situation, including determining the timing, nature and scope of any intervention, and taking the necessary measures to provide defensive support in a way that serves the strategic interests of both countries.

He explained that these powers would enable the political and military leaderships to respond swiftly to emerging threats and secure strategic supply lines, while limiting support to the framework of collective defense and deterring any external aggression that threatens regional stability.

The professor of political science and international law said the decision reflects Egypt’s readiness to act to protect its national security and Arab strategic depth, as well as its ability to deploy military forces and provide logistical and defensive support to Saudi Arabia in accordance with national interests and developments on the ground. He added that the authorization sends a deterrent message underscoring the importance of the Egyptian-Saudi partnership in maintaining regional stability and confirming that Cairo takes any threat to Gulf security seriously and responsibly.

Sisi requested parliament’s authorization during his speech at a graduation ceremony for new classes from the military academy and military colleges on Saturday. He affirmed Egypt’s readiness to take the necessary measures to protect and defend Saudi Arabia if requested to do so. He stressed that Cairo was not seeking war or intending to attack any party, but would act within a defensive framework. He rejected any threat to the Kingdom’s security and stability and noted that any move in this direction would require parliamentary approval.

Sisi also called for an end to the war and escalation in the region, reaffirming Egypt’s support for the Gulf states and its commitment to protecting their territories. His remarks reflect Cairo’s view that Saudi security is closely linked to regional security, alongside its readiness to respond to any Saudi request within a defensive framework and in accordance with the required constitutional procedures.

United News Network – UNN Arabic

An independent media platform that provides reliable news and objective analysis, and seeks to promote peace and cultural dialogue around the world, convey the truth, and build bridges of understanding among peoples.

For more news, visit our homepage:

https://un-news.org

Author: Counselor Faisal Al-Mutairi.

Publication Date: October 18, 2026.

Updated: October 2026.

Egyptian Parliament Authorizes Sisi to Support Saudi Arabia in the Event of a Request for Intervention The Egyptian parliament’s authorization of President Abdel Fattah el-Sisi regarding any intervention that Saudi Arabia might request has raised questions about the powers granted to the president under the decision, as well as the constitutional and legal safeguards governing […]

[49

74
0":"post-156879","1":"post","2":"type-post","3":"status-publish","4":"format-standard","6":"category-world-news
["GET
