Taiwan Opens Intelligence Information Channel to Chinese Citizens Through New Online Platform

The Taiwanese government has launched a new website aimed at encouraging Chinese citizens to submit intelligence information, describing the initiative as a secure channel for individuals dissatisfied with current conditions who wish to bring about change. The move comes amid ongoing political and security tensions between Taipei and Beijing, with both sides continuing to exchange accusations of espionage and intelligence gathering.

In a statement published on Sunday on its official website in both Chinese and English, Taiwan’s National Security Bureau said that China’s economy has faced growing challenges in recent years, alongside what it described as continued “strict” political control over all aspects of public life.

The bureau noted that increasing economic and social pressures, coupled with issues related to living standards, have contributed to rising public discontent among segments of the population. It added that these conditions have prompted a growing number of individuals to contact Taiwanese authorities, expressing a strong willingness to share various types of information.

According to Reuters, the bureau said the new initiative was launched in response to this growing trend, emphasizing that the online platform provides secure and confidential mechanisms for receiving information from individuals wishing to communicate with Taiwanese authorities.

Taiwan’s National Security Bureau called on Chinese citizens, both inside and outside China, to “actively participate in providing information and have the courage to bring about change.” It also noted that the mechanism is based on similar models used by security and intelligence agencies in several countries, including the United States, the United Kingdom, and Israel.

The bureau added that the platform is intended to expand its available sources of information and strengthen its ability to collect data through various channels, thereby supporting its intelligence and national security efforts.

Promotional Video and Symbolic Message

The newly launched website features a promotional video lasting approximately one minute, produced using artificial intelligence technologies and tools. The video tells the story of a Chinese government employee witnessing several colleagues being investigated and ultimately dismissed from their positions, symbolizing the pressures faced by employees within official institutions.

At the end of the video, the employee is shown purchasing a new mobile phone before typing a short message that reads, “It’s time for change,” conveying the symbolic message the platform seeks to promote.

Although the website has been officially launched, it is inaccessible from within China, where it has been blocked under the country’s internet restrictions. Nevertheless, reports indicate that some Chinese users rely on Virtual Private Networks (VPNs) to access blocked websites and services, including social media platforms and Western search engines.

Mutual Espionage Between the Two Sides

The move comes amid a long-running intelligence rivalry between China and Taiwan, with Beijing having previously adopted similar measures. In 2024, Chinese authorities announced the creation of an email address to receive public reports concerning what they described as “separatist crimes” committed by supporters of Taiwan’s independence.

China, which considers Taiwan part of its territory, and democratically governed Taiwan have spent decades engaging in intelligence gathering and exchanging espionage accusations. In recent years, Taiwan has repeatedly reported an increase in espionage cases linked to China, highlighting the continued security and intelligence confrontation between the two sides alongside escalating political tensions.
