The King Khalid Foundation for Human Development signed 45 agreements and memorandums of understanding with a total value of 6 billion Saudi riyals with a number of prominent local, regional, and international partners, at the conclusion of the MOMENTUM 2025 Development Finance Conference. The conference was held under the patronage of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, and Chairman of the Foundation’s Board of Directors, from December 9 to 11 at the King Abdulaziz International Conference Center in Riyadh.

The signing of the agreements and memorandums comes as part of efforts to accelerate investment, support private-sector empowerment, and unlock new development opportunities in priority sectors, including small and medium enterprises (SMEs), tourism, culture, human capital, infrastructure, and sustainable development.

At the institutional level, the Foundation signed two strategic agreements with two global partners specialized in technology and professional services, aimed at enabling artificial intelligence, data, and digital solutions within the development finance ecosystem, thereby enhancing the Foundation’s institutional capabilities and improving the efficiency and impact of its products and services.

In the SME support sector, Masdar Plus — a subsidiary of the Foundation — signed a memorandum of understanding aimed at aligning efforts to support small enterprises through designing a tailored development finance model.

Tasees, another subsidiary, signed 19 agreements and memorandums of understanding worth over 3 billion riyals to strengthen the development finance ecosystem and enhance integration between government and private entities.

Siyaha, the tourism-focused subsidiary, signed six agreements with government and private entities with an impact exceeding 4 billion riyals to boost financial solutions through the “Tourism Empowerment” programs targeting micro, small, and medium enterprises.

In the cultural sector, Thaqafa, the Foundation’s cultural arm, signed five credit facility agreements within the “Cultural Finance” program totaling more than 63 million riyals to finance diverse cultural projects.

In human capital development, Insaniya signed three agreements to support and empower 2,191 job seekers across multiple sectors, with a value exceeding 324 million riyals.

San’a, the industrial subsidiary, signed a cooperation agreement with Saudi Arabia Railways (SAR) to explore opportunities for strengthening the industrial sector, supporting investors in localizing goods and services, and increasing local content.

Tanmiya, another Foundation subsidiary, signed five development memorandums of understanding with Imam Muhammad bin Saud Islamic University, the Islamic Military Counter Terrorism Coalition, the Middle East Green Initiative, SALIC, and the Arab Institute for Urban Development.

In the events sector, Expo — the Foundation’s events subsidiary — signed a partnership agreement with Legends Global to enhance the sector by leveraging international expertise in organizing major events.

The agreements and memorandums signed during MOMENTUM 2025 represent an important step in Saudi Arabia’s efforts to build a diversified and sustainable economy by closing financing gaps, reducing risks for strategic projects, and creating long-term value for citizens, businesses, and communities. This aligns with global sustainable development goals and reflects the Kingdom’s vision for supporting inclusive and green growth.

The conference clearly demonstrates the Kingdom’s focus on transforming collaboration into tangible achievements and driving development toward a more sustainable and prosperous future for all.
