Fatah and Hamas Agree to Resume Dialogue in Cairo with a New Round

Fatah Central Committee Secretary “Jibril Rajoub” announced an agreement to hold a new round of Palestinian dialogue in Cairo in the coming days, following meetings he described as positive with Hamas and Islamic Jihad, without reaching an understanding so far on a unified national strategy.

“Rajoub” said the meetings hosted by the Egyptian capital were characterized by cooperation and helped create an atmosphere conducive to continuing discussions among the Palestinian factions, after years of disagreements that hindered reconciliation efforts.

He confirmed that there is a genuine Egyptian will to sponsor Palestinian dialogue and bring the parties’ views closer, noting that the recent meetings helped break the ice and pave the way for a new round of consultations.

Despite the positive atmosphere, “Rajoub” stressed that it is still too early to speak of reaching a unified Palestinian national strategy, explaining that the meetings did not result in an agreement on the features of such a strategy, and that the parties will continue discussing the issues on the table during the upcoming round.

These statements come amid the continued Palestinian division between Fatah and Hamas, which dates back to 2007, when Hamas took control of the Gaza Strip, while the Fatah-led Palestinian Authority continued to administer parts of the West Bank.

Since then, Cairo has hosted multiple rounds of dialogue among the factions, resulting in understandings and reconciliation agreements. However, the implementation of most of their provisions faced political, security, and administrative obstacles.

Egypt has for years played a key role in sponsoring Palestinian reconciliation talks, in addition to its mediation efforts related to the Gaza Strip.

The current round takes on significance amid the changes that have affected the Palestinian issue since the outbreak of the Gaza war in October 2023, followed by discussions on the future administration of the Strip, reconstruction, and security and governance arrangements.

The issue of unifying Palestinian institutions and determining the authority responsible for political and security decision-making remains among the most prominent files that have faced attempts to end the division over the past years.

Any progress in the dialogue is also linked to the possibility of reaching a joint political program and practical mechanisms for implementing it, issues on which Rajoub did not announce that final understandings had been reached during the recent meetings.

The Fatah official did not specify an exact date for the upcoming round, limiting his remarks to saying that it would be held in the coming days.
